New Publications
Key Strategic Issues List, compiled by Dr. Antulio J. Echevarria. This compilation gives researchers a ready reference of those issues of particular interest to the Department of the Army and Department of Defense. Its focus is strategic, rather than operational or tactical. Published annually, the KSIL helps guide research efforts to the mutual benefit of the defense community and individual researchers.

News and Updates
Dr. Robin Dorff was the Keynote Speaker for two plenary sessions of the "Senior Leaders Seminar" hosted by the Africa Center for Strategic Studies in Washington, DC on July 1-2, 2008. The following day, Dr. Dorff participated in a workshop with the Office of the Secretary of Defense on developing Stability, Security, Transition, and Reconstruction (SSTR) training tools for integrating civilian-military capabilities.

Dr. Stephen Blank's article "Web War I: Is Europe's First Information War a New Kind of War?" was published in Comparative Strategy.

On July 17, Dr. Steven Metz gave a presentation entitled, "Strategic Decapitation: The Dynamics of High Value Targeting in Counterinsurgency" to the RAND Corporation Insurgency Board in Arlington, VA. Dr. Metz plans to develop this presentation into an SSI study this year.
