On November 4, Dr. Max Manwaring’s article “Pandillas Patrocinadas y no Patrocinadas por el Estado,” (State and Non-State Supported Gangs), was published in Air & Space Power Journal en Espanol, 3d Trimestre 2009. On November 16, Dr. Max Manwaring gave a colloquium presentation entitled, “The Future of Insurgency and Implications for U.S. Strategy and Force Structure” (audio available) at SAIS, Johns Hopkins University in Washington, DC.

On November 16, Dr. Antulio J. Echevarria, II. participated in the Schlesinger Working Group on Strategic Surprise in Washington, DC. The discussion centered on "strategic surprise" scenarios that might develop within or between India and Pakistan, especially as a spillover effect of U.S. involvement in Afghanistan.
