Commander Matthew A. Moyer

MATTHEW A. MOYER is a U.S. Coast Guard commander currently assigned as liaison to the U.S. Navy’s director of surface warfare. Most recently, he completed a 1-year national security fellowship at the prestigious John F. Kennedy School of Government at Harvard University. Previously, Commander Moyer served in a variety of high-visibility operational and staff assignments. He served as executive officer on the Coast Guard’s new acquisition national security cutter, Coast Guard Cutter (CGC) James. Prior to CGC James, he was the chief of the officer promotion boards and panels for the Coast Guard’s entire active duty officer workforce. He served as commanding officer of CGC Wrangell in the Kingdom of Bahrain, directly supporting Operations IRAQI FREEDOM and ENDURING FREEDOM in the Arabian Gulf. He also served as commanding officer of CGC Knight Island in Key West, FL. His other tours include operations officer on CGC Diligence, officer-in-charge of a special operations detachment at the Pacific area tactical law enforcement team, and assistant operations officer on CGC Gallatin. Commander Moyer is a Harvard National Security Fellow who holds a bachelor of science in operations research and computer analysis from the U.S. Coast Guard Academy, a master of science in operations research from George Mason University, and a master of arts in national security and strategic studies from the United States Naval War College.

    The United States is being challenged by a resurgent Russia in the conceptual space between war and peace commonly referred to as the “gray zone.” Failure to address Russia’s aggression now will have lasting, detrimental effects on U.S. national security interests. This monograph offers U.S. policymakers a menu of strategic options spanning the instruments of national power to deter Russia in the gray zone.
