Ms. Dilshika Jayamaha

Ms. Dilshika Jayamaha is a senior associate with Noetic. She supports Noetic’s analysis of transitional law enforcement capabilities and concept development. Ms. Jayamaha has extensive experience managing programs to rebuild communities in the aftermath of conflict and natural disaster, and researching and analyzing policing in peacekeeping and stablization operations. She has run development programs in Liberia, Sri Lanka, and Colombia. With the United Nations, she ran economic revival and infrastructure projects in Sri Lanka and was an electoral officer in East Timor. Prior to that, Ms. Jayamaha worked as a journalist in Sri Lanka, India, and New York for both domestic and international agencies.

    The authors investigate how the full range of law enforcement capabilities available to the U.S. Government has been applied in pursuit of U.S. strategic objectives in Panama, Colombia, and Kosovo. This analysis identifies a number of lessons to be learned about the use of such capabilities (in a holistic sense) in current and future international operations.
