COL (Ret.) Phil M. Evans

Research Professor of Fellowship Engagement

Photo COL (Ret.) Phil Evans is a Professor of Strategy and Planning, U.S. Army War College, Carlisle Barracks, Pennsylvania. He is the Director for Engagement for the U.S. Army War College Fellows program, interacting with the 90 Fellows who serve at 43 locations worldwide - at universities, government agencies, government-funded organizations, and with industry. His areas of expertise include Senior Leader Development and Education; Educational and Analytical Wargaming and Simulations; Organization Theory and Administration; Strategic Communication; Strategic and Operational Planning; NATO and European Issues; Nation Assistance and Stability and Reconstruction Operations; Coalition Strategy and Practice; and Joint, Interagency, Intergovernmental, and Multinational Operations. Prof. Evans spent 30 years as a Field Artillery officer, with a final position on active duty as the Director of the Operations and Gaming Division, Center for Strategic Leadership, U.S. Army War College. Upon his retirement from active duty in 2010, he remained on the war college faculty in a civilian capacity. Prof. Evans’ other military experience includes serving as a Brigade Fire Support Officer in the 101st Airborne (Air Assault) and 25th Infantry (Light) Divisions; Field Artillery assignment officer at U.S. Army Personnel Command; Aide de Camp to the Commander, I Corps; Field Artillery Battalion Commander in the 101st Airborne (Air Assault) Division; Executive Officer for the Director of Program Analysis and Evaluation, Headquarters, Department of the Army; J7 Chief of Military Cooperation and J3 Chief of Contingency Operations for Joint Headquarters Centre, Germany; CJ3 Chief of Operations for NATO’s initial International Security Assistance Force mission, Afghanistan; and Executive Officer for the Commander of Allied Land Component Command-Heidelberg, Germany. Prof. Evans holds a Bachelors Degree in History from the University of Michigan; a Masters Degree in Public Administration from Central Michigan University; and a Masters Degree in National Security Strategy from the National War College.
