Dr. Carol V. Evans is the Director of the Strategic Studies Institute (SSI) and the USAWC Press at the US Army War College in Carlisle, Pennsylvania. SSI is the research arm of the Army War College and serves as the U.S. Army’s premier institute for global geostrategic and national security research and analysis. The USAWC Press publishes high quality, timely and impactful studies of key national security issues, military strategy, theater operations, and on other topics related to the nature of land warfare and the Army’s future. As Director of SSI, Dr. Evans oversees a Strategic Research and Analysis Department (SRAD), a Strategic Research Engagement Directorate, and the USAWC Press.

Dr. Evans’ research interests are wide-ranging in the areas of geoeconomics, geostrategy, intelligence, and international security with a focus on the Indo-Pacific region. For the AWC’s School of Strategic Landpower, Dr. Evans teaches the elective on the “Economics of National Security: Contemporary Issues in the Global Economy.” Since 2014 Dr. Evans has been a Lecturer at NATO, Center of Excellence-Defense Against Terrorism (COE-DAT) in Ankara, Turkey, where she teaches in COE-DAT’s Critical Infrastructure Protection against Terrorist Attacks training program.

Dr. Evans brings 30 years of expertise in the areas of mission assurance, asymmetric warfare, terrorism, maritime security, and homeland security. With that expertise, she has served as an Advisor to the Director of Central Intelligence; a Technical Advisor to the National Ground Intelligence Center, Department of the Army; and an Advisor to the Defense Science Board, Office of the Secretary of Defense. Prior to joining the US Army War College, Dr. Evans was a Senior Program Manager, National Security Global Business Division, with Battelle Memorial Institute. Battelle is the largest nonprofit applied research and development company in the world. At Battelle, she provided strategic planning and technical support in the Pentagon to the Office of the Secretary of Defense, Washington Headquarters Services and the Pentagon Force Protection Agency, and to the Department of Homeland Security, Office of Infrastructure Protection.

Dr. Evans’ operational experience includes deployments with the US Navy Third Fleet, US Pacific Fleet, USS Coronado, where she executed Fleet Battle Experiment – ECHO, as well as Limited Objective Experiment – ZERO. These at-sea experiments and exercises examined US joint operations and tested C4ISRT systems against emerging asymmetric warfare and WMD threats. On behalf of the US Naval Postgraduate School, Center for Asymmetric Warfare (CAW), Dr. Evans successfully designed and executed over 25 multi-agency, maritime homeland security full-scale and tabletop exercises throughout the United States.

Dr. Evans began her career in academe in the field of international political economy and has held a variety of faculty and research positions, including positions at the Georgetown University School of Foreign Service, the University of California (Berkeley), Harvard University, Washington University (St. Louis), and the Brookings Institution. She holds a Master of Science (MSc) degree and a Doctor of Philosophy (PhD) degree from the London School of Economics.
