Russia’s invasion of Ukraine upended peace in Europe, and the COVID-19 pandemic reminded the world of the lurking danger of public health emergencies. Emergent technologies are revolutionizing conflict between peer and non-peer states, undermining traditional defenses. These forces all threaten international stability and the welfare of NATO member states, but NATO can use emerging technologies to promote defense, deterrence, and resilience.
